Social and Economic Enhancement Programme-SEEP is a national child rights organization that has been working for the rights of children since 1985. Lately, the organization is hereby inviting proposals along with CV and Other related documents for developing its
i) Strategic Plan for the period of 2026 to 2030 and
II) Partnership Policy by the expert individual or Farm who has relevant work experience of that sort and has the knowledge of NGOs’ work. The details of the task are given in the attached ToR.

Terms of Reference for developing the Strategic Plan and Partnership Policy of SEEP
BACKGROUND
Social and Economic Enhancement Programme-SEEP is a national child rights organization established in 1985. Since its inception, SEEP has been working for the rights and wellbeing of children and marginalized communities in Bangladesh. The organization focuses on Child Protection & Child Rights Governance, Education, Health & Nutrition, Livelihood & Food Security, WASH, and Climate Action & Humanitarian Response.
To strengthen its future direction, SEEP intends to develop a Strategic Plan for 2026–2030 that will guide its vision, mission, priorities, and programmatic focus for the next five years. In addition, SEEP aims to formulate a Partnership Policy to strengthen collaboration with government, donors, civil society, private sector, and community stakeholders for greater impact.
In this regard experienced consultant/firm will be engaged to facilitate the participatory development of both documents, ensuring alignment with SEEP’s values and national/global development frameworks.
OBJECTIVE
To lead and facilitate the participatory development of SEEP’s Strategic Plan 2026–2030.
To formulate an inclusive, and actionable Partnership Policy for SEEP.
At the end of the assignment, SEEP will have:
A comprehensive and validated Strategic Plan (2026–2030) with strategic priorities.
A finalized Partnership Policy with clear guidelines for partnership identification, engagement, management, and sustainability.
TARGETED RESULTS
Enhanced organizational clarity on vision, mission, values, and thematic priorities for 2026–2030.
Evidence-based, participatory, and context-driven Strategic Plan endorsed by SEEP governance and stakeholders.
Clear Partnership Policy that outlines principles, strategies, and operational mechanisms for collaboration.
Strengthened institutional framework for resource mobilization, accountability, and sustainability.
THE TARGET AUDIENCE
SEEP Executive Committee and Senior Management Team (SMT)

DELIVERABLES
The consultant/firm is expected to:
Develop an inception report outlining methodology, tools, and work plan.
Facilitate consultations, workshops, remote survey, KII and FGDs with stakeholders, partners, Government, SEEP staff, SMT, Governing Body, beneficiaries, children and youth in both the rural and urban context
Draft the Strategic Plan 2026–2030 (including vision, mission, thematic focus, goals, strategies, implementation and M&E frameworks, and resource mobilization plan).
Draft the Partnership Policy (including guiding principles, partnership models, engagement guidelines, risk management, and accountability mechanisms).
Facilitate a validation workshop and incorporate feedback.
Submit final Strategic Plan 2026–2030 and Partnership Policy in English.
REQUIRED SKILLS AND COMPETENCIES
Advanced academic background in Social Sciences, Development Studies, or related field.
Minimum 05 years of proven working experience in strategic planning, organizational development, and partnership framework development for NGOs.
Strong facilitation and participatory research skills, including child-sensitive approaches.
Proven experience in working with child rights organizations.
Excellent analytical, writing, and communication skills in English and Bangla.
ASSIGNMENT DURATION
The assignment must be completed within 2 months after signing of agreement with the selected consultant/farm.

MODE OF PAYMENT
Payment will be made to the consultant/ farm as per below installment
30% after signing of contract and tools, plan development
40% upon submission of first draft of Strategic Plan and Partnership Policy.
30% upon submission and approval of final documents.
Payment will be made via account payee cheque/bank transfer after successful completion of deliverables.
VAT and Tax will be deducted as per Government Rules.

Abidance
The consultant/firm shall comply with SEEP’s Child Protection Policy, Anti Money Laundering Policy and other relevant policies. Any violation will result in termination of the agreement and SEEP will take appropriate action.
